Branflakes was supposedly, quoted on Twitter yesterday, as saying the 400 promotion points will stay the same. I wonder when Red Stars, for our ship models, will be made available in the C-store?

Is that going to be 400 Cpoints or 400 Zen Points.

Because there is a difference of 20 percent as to their "value".  400 Zen is like 320 Cpoints, meaning if it's Zen they are jipping you 80 points a month.

Neither. They are promotional points that can't be used for any other game except STO.
